Ukraine struck an oil refinery in Russia’s Ryazan region on October 15 after a brief pause in attacks on Russian energy infrastructure. Regional Governor Pavel Malkov said a drone attack caused a fire at the refinery, with emergency services responding and the extent of the damage still under assessment.

Reuters reported that it was the first Ukrainian attack on a Russian energy facility since President Donald Trump announced on October 11 that Russia and Ukraine had agreed to an energy ceasefire. Neither side formally confirmed the truce. President Volodymyr Zelenskyy said Ukraine had paused energy strikes for three days but would resume them because Russia continued attacking Ukrainian energy sites.

The Kremlin said Ukraine’s renewed targeting ran counter to U.S. peace efforts and said the scope of any energy ceasefire had never been determined. The Ryazan facility, owned by Rosneft, accounts for nearly 5% of Russia’s refining throughput and helps supply Moscow, according to Reuters.
