A September 2026 GAO report estimates annual federal tax fraud losses between $116 billion and $304 billion, using data and information from 2018 through 2024.

GAO recommends that the IRS document an antifraud strategy and designate an entity to coordinate fraud-risk management. The IRS partially agreed with both recommendations. GAO emphasizes uncertainty in the estimate and says it cannot predict exact future losses.
