The Justice Department, acting on a referral from the Federal Trade Commission, filed a civil complaint in the U.S. District Court for the Southern District of California against ticket broker REPS & Company Inc. and three executives.

The complaint alleges that REPS used thousands of ticketing accounts, virtual credit cards and phone numbers, proxy internet addresses, and multi-session browsers to bypass purchase limits imposed by Ticketmaster, AXS and other issuers. The defendants allegedly used the names and addresses of employees and third parties to create many of the accounts.

Federal officials allege that from January 2022 through October 2025 the defendants bought more than eight tickets for at least 83,500 events, spent more than $1.3 billion on over 18.5 million tickets, and earned at least $120.8 million in resale profit.

Those figures and descriptions come from the government's complaint. The court has not decided whether REPS or any individual defendant violated the law. The complaint seeks prospective and financial remedies, not a criminal conviction.
